Hyperliquid has announced plans to introduce permissionless deployment for its HIP-4 outcome markets, setting the stage for a major expansion of its native prediction market primitives. Revealed via an official team update, the new feature will launch first on testnet before being activated on mainnet. The transition aims to decentralize how new prediction markets are created, moving beyond validator-managed listings to an open framework accessible to any developer or market creator.

The upgrade builds on the initial launch of HIP-4, which introduced binary YES/NO contracts directly into HyperCore—Hyperliquid’s native onchain central limit order book (CLOB) execution engine. By incorporating event-based outcome contracts alongside existing perpetual futures and spot pairs, Hyperliquid is positioning itself to capture market share from specialized prediction platforms like Polymarket and Kalshi.

Decentralizing Event Creation via Onchain Templates

According to Hyperliquid, the decision to open permissionless deployment stems from the sheer scale of event trading. The universe of real-world outcomes—spanning economic indicators, political decisions, sporting events, and cultural milestones—vastly outnumbers the traditional assets supported by spot or perpetual markets. Relying solely on validators to manually deploy every market poses an operational bottleneck.

To maintain order and prevent poorly defined or malicious listings, the permissionless framework introduces an onchain template architecture. Under this model, network validators will vote to approve standardized outcome market templates, which are then enforced onchain. These templates establish clear rules for market structure, settlement criteria, and resolution mechanisms.

Once a template is approved, any market creator can utilize it to launch individual outcome markets without needing separate validator clearance for every question. Multiple deployers can launch competing markets using the same approved template, fostering an open environment where liquidity and order-book depth drive user adoption. Official validator-deployed “canonical markets” will continue to exist, though Hyperliquid noted these will remain sparse, likely limited to fewer than 10 major events per year.

Staking Requirements and Slashing Risk

To enforce accountability, Hyperliquid is instituting strict economic guarantees for deployers. Anyone wishing to deploy an outcome market must stake 500,000 HYPE tokens. This stake serves as a bond to ensure market definitions remain unambiguous and settlements are handled faithfully.

The economic rules governing permissionless deployment include:

  • Slashing Penalties: Validators retain the authority to vote to partially or fully slash a deployer’s 500,000 HYPE stake if a market is ambiguously defined, settled incorrectly against template guidelines, or left unresolved for more than one week after the outcome is finalized.
  • Lockup Duration: Deployers face a mandatory six-month stake-locking period. Furthermore, deployers cannot unstake their locked tokens until every outstanding market they have launched is fully settled.
  • Initial Quotas and Fees: Permissionless deployers will initially receive a launch capacity of 100 outcomes (equivalent to 200 individual outcome tokens). An auction mechanism will be introduced later to expand this capacity.

Deployer Incentives and HyperCore Integration

To reward market creators for sourcing liquidity and driving volume, the protocol framework enables deployers to capture up to 50% of the trading fees generated by their deployed markets. Customizable fee-setting tools are slated for inclusion in subsequent upgrade iterations.

A key technical advantage of HIP-4 is its native integration with HyperCore. Outcome contracts share the same unified cross-margin account structure and high-throughput order book as Hyperliquid’s perpetuals and spot assets. Traders can buy or sell binary outcome tokens using USDC without encountering leverage or liquidation risks, settling directly to 0 or 1 USDC upon market expiry.

By combining the speed and unified liquidity of its L1 infrastructure with an open, template-driven deployment model, Hyperliquid aims to establish a resilient, internet-native layer for outcome trading. The core team emphasized that current specifications remain preliminary, with complete documentation and formal mainnet activation schedules to follow testing on the testnet.
